Abstract
Food and Nutrition Security (FNS) is a fundamental human right and a strategic public policy for sustainable social development. This study aimed to analyze the administrative capacity of Roraima's municipalities in implementing FNS policies. Based on data from the 2023 Municipal Basic Information Survey (MUNIC), it was observed that most municipalities (60%) do not have a specific FNS management body, with 33.3% maintaining only one sector subordinate to another department. A quantitative, descriptive, and applied approach was used, covering the state's 15 municipalities. Institutional variables were examined, such as the existence of management bodies, specific legislation, intersectoral bodies (CAISAN), municipal plans, budgetary resources, and actions aimed at food education and encouraging sustainable production. The analysis revealed significant weaknesses in the institutionalization of FNS, especially in smaller municipalities, although specific experiences of food education and promotion of agroecology were identified in municipalities such as Boa Vista, Iracema, and Uiramutã. The municipality of Caroebe stood out as a model for administrative structuring and intersectoral governance. Based on these results, we propose the application of quality tools (PDCA cycle, 5W2H plan, and benchmarking) to guide the diagnosis, planning, and implementation of improvement actions. We conclude that strengthening FNS in Roraima depends on federative coordination, adequate funding, and the adoption of management strategies that promote the effectiveness, equity, and sustainability of public policies, ensuring the right to adequate food and contributing to the reduction of territorial inequalities.
